In the small town of Brownsville, Oregon, a popular fishing lake is on the brink of disaster. The mayor, prioritizing tourism and economy, refuses to open the dam's floodgates despite heavy rains causing the lake to overflow. Town board member Paul Burke and helicopter pilot Steve Brannigan race against time to prevent a catastrophic flood when the dam shows signs of imminent collapse.
